Local authorities are not working enough with the population - Sherstnev

Local authorities are not working sufficiently with the public, stated the Chairman of the Vitebsk Regional Executive Committee, Nikolai Sherstnev, today at a meeting of the Vitebsk Regional Executive Committee.

While considering the issues of implementing Directive No. 2 on the debureaucratization of the state apparatus, Nikolai Sherstnev made a number of remarks and demanded more active and effective work from the chairmen of district executive committees.

"Local authorities are not working sufficiently with the public. Based on the calls received by the direct telephone lines of the regional executive committee, it can be concluded that citizens are dissatisfied with the work of district authorities, organizations, and services at the local level. This concerns unprofessionalism and non-performance. There are cases where issues that could have been resolved immediately, on the first call, are delayed. Moreover, formalism, incompetence, and arrogance, which undermine the authority of the government, have not yet been eradicated in working with the public," stated the governor. Nikolai Sherstnev emphasized that specialists who work with citizens will be held accountable for procrastination and incompetence. "No one has the right to be rude or disrespectful to applicants. If you cannot resolve the stated problem, you should explain it clearly and competently; if you can, do not delay, act promptly," he demanded.

chairman of the regional executive committee. He also noted that among the mass of appeals that are received by the regional executive committee, only a small fraction are those that cannot be resolved at the local government level.

"It turns out that districts do not solve the problem, citizens appeal to the regional executive committee, and only here is the situation brought to a logical conclusion. The population understands that it is better to appeal to the regional executive committee. So why are local authorities needed if we solve everything for them!? We need to work with the appeals we receive in such a way that if they could have been resolved at the district level, but this did not happen, then local specialists must also bear responsibility for it," - the head of the region is convinced.
