The implementation of flexible remuneration systems increases the efficiency of enterprises - P. Grushnik

April 13, Vitebsk /Olga Bogacheva - BELTA/. The introduction of flexible remuneration systems increases the efficiency of enterprises. This opinion was expressed today by Petr Grushnik, First Deputy Minister of Labor and Social Protection of Belarus, during the republican scientific-practical seminar "New Opportunities for Employers in Choosing Forms and Systems of Remuneration in the Context of Liberalization of Economic Activities of Commercial Organizations" in Vitebsk, according to a BELTA correspondent. According to the First Deputy Minister, the current regulatory documents in Belarus allow employers to introduce flexible remuneration conditions to motivate their employees and increase the overall performance of the enterprise. The fundamental documents for the remuneration of employees in the real sector of the economy are the Labor Code, Decree No. 181, and other normative legal acts. The Ministry of Labor and Social Protection, together with the Research Institute of Labor, has developed and approved a set of recommendations that provide a methodological basis for the application of flexible remuneration systems in organizations. "Thus, a sufficient regulatory framework has been created in the real sector of the economy for employers to be able to establish any remuneration system and pay employees the wages they have earned through their labor," said Petr Grushnik, noting that enterprises that have taken advantage of these opportunities and introduced flexible remuneration systems are showing results today. As an example of enterprises that have benefited from the provisions of Decree No. 49, which provides for the possibility of defining personal labor conditions for specific employees, aimed at a specific result and receiving commensurate remuneration for it, the First Deputy Minister cited the industries of the Vitebsk region. In particular, OJSC "Kuptsov" established a monthly bonus for effective work for 11 employees of the sales department from July 1, 2010. As a result, in 2011, compared to 2010, the enterprise increased product sales by 2.8 times, foreign currency revenue by Br115 million, and product exports by 2.4 times. The average monthly wage for the enterprise as a whole doubled. For employees whose remuneration conditions are established in accordance with the provisions of the decree, the average monthly wage increased by 2.8 times. At OJSC "Vitebsk Silk Mill," in 2011, commodity output increased by 2.9 times compared to 2010, and foreign currency revenue increased by 1.4 times due to the growth of exported products. The average monthly wage for the enterprise increased by 1.6 times, and for employees whose remuneration conditions are established according to the provisions of Decree No. 49, it increased by 2.4 times. A striking example is also the Orsha Linen Mill, where some managers receive higher salaries than the director, as the future fate and work of the entire team directly depend on their results. "Such employees must be supported and stimulated so that they feel their work is valued and want to work specifically for this enterprise," emphasized Petr Grushnik. He expressed confidence that employers will realize the need to introduce flexible remuneration systems. "We will reach a point where people understand: this is indispensable, because the main and indispensable condition for wage growth is the growth of the enterprise's economic effect. And for this, it is necessary to stimulate the labor of employees aimed precisely at fulfilling the tasks that are currently relevant for the enterprise," said the First Deputy Minister. According to him, enterprises are somewhat afraid to switch to new working conditions due to the habit of the existing unified remuneration system, in which everything was clearly and precisely defined, while the new conditions can be different. Employers need to remember that each organization can adopt its own remuneration incentive conditions depending on the task they need to solve today. But for this, it is necessary to formulate tasks clearly and concisely, based on the adopted regulatory framework. "Some hotheads suggest laying out the introduction of new flexible labor conditions on schedules, but this will not happen. Decree No. 181 only recommends the introduction of flexible systems, and whether to apply them or not is a voluntary matter. Therefore, it is incorrect to talk about this. Each employer must consciously approach this issue and understand that this is a necessary undertaking, they need to engage in it, and most importantly, it yields results," said Petr Grushnik. The republican scientific-practical seminar on the topic "New Opportunities for Employers in Choosing Forms and Systems of Remuneration in the Context of Liberalization of Economic Activities of Commercial Organizations," organized at the confectionery factory "Vitba," brought together about 40 managers and specialists from scientific and commercial organizations, representatives of the Ministry of Labor and Social Protection, and regional executive committees. Similar seminars will be organized in each region of the republic and in Minsk on the basis of specific enterprises. The next one is planned in Gomel. -0-
