The implementation of flexible remuneration systems in Belarus is proceeding slowly - P. Grushnik

April 13, Vitebsk / Olga Bogacheva - BELTA /. The introduction of new flexible remuneration systems in Belarus is proceeding at a slow pace. This opinion was expressed today to journalists by the First Deputy Minister of Labor and Social Protection of Belarus, Petr Grushnik, at a republican seminar in Vitebsk. According to him, only 4.4% of organizations nationwide have taken advantage of the freedom in remuneration, while the remaining 95.6% of organizations have retained the previously existing remuneration systems based on the Unified Tariff Scale. Among organizations of communal ownership, 9.9% have retained the previously existing remuneration systems, while 90.1% of organizations have also retained them. The leaders in the application of flexible remuneration systems by region are Grodno and Vitebsk regions, where these systems are applied in 116 and 104 organizations, respectively. Petr Grushnik noted that the entire history of remuneration systems, since the 1990s, has been based on the unified tariff scale. All employers have become accustomed to this. However, in the context of rapid economic changes, the need arose to apply new flexible remuneration systems in order to more promptly stimulate various aspects of human activity. For this purpose, Directive No. 4 was adopted in December 2010, and Decree No. 181 in May 2011. "The monitoring conducted showed that the introduction of new forms of remuneration is slow. That is, so far, only the boldest have entered this river, those organizations that react faster to changes," stated the First Deputy Minister, emphasizing that the pace of economic development of the republic could be higher if these forms of remuneration were developing more actively. The republican scientific and practical seminar on the topic "New opportunities for employers in choosing forms and systems of remuneration in the context of liberalizing the economic activities of commercial organizations," organized at the "Vitba" confectionery complex, brought together about 40 managers and specialists from scientific and commercial organizations, representatives of the Ministry of Labor and Social Protection, and regional executive committees. Similar seminars will be organized in each region of the republic and in Minsk on the basis of specific enterprises, with the next one planned in Gomel. -0-
