Issues of human deaths from external causes were discussed in Vitebsk
The focus was on the work carried out by inspection commissions and prevention entities to prevent accidents. As noted by the Chairman of the Regional Council Dmitry Demidov, there is a decrease in the number of deaths from external causes in the Vitebsk region. But we should not be complacent, as human life is behind every tragedy.
– We are holding the meeting together with the regional commission for the prevention of deaths from external causes, headed by the Deputy Chairman of the Regional Executive Committee Vyacheslav Durnov. The task is to comprehensively consider the issue submitted to the presidium meeting in the context of all regions, identify problems and shortcomings, and develop mechanisms for joint activities. After all, ensuring the safe life of the population is one of the key tasks of authorities and all prevention entities, – emphasized Dmitry Demidov.
The head of the region's deputy corps drew attention to the fact that the main cause of tragedies is alcohol intoxication, which leads to other troubles. Children and neighbors suffer, offenses related to domestic violence, injuries inflicted in drunken fights, etc., are increasing.
In Belarus, such a prevention institution as inspection commissions has been created, which include representatives of all entities for the prevention of offenses. These are law enforcement agencies, the Ministry of Emergency Situations, healthcare, the gas service, energy supervision, housing and communal services, etc.
– Prevention should be aimed at eliminating the root cause of offenses. We can achieve results only if all prevention entities work with maximum responsibility, coordination, and systematically. The participation of all people is also important, not only officials who will notice in time and signal that trouble is brewing. Sometimes it is indifference that leads to tragedies, – noted Dmitry Demidov.
The importance of this work was also noted by a member of the Council of the Republic, head of the regional emergency situations department, Sergey Meshkin.
– We focus on the quality of performance of their official duties by all prevention entities. This year, compared to last year, Vitebsk region is the second region in the republic that has not allowed an increase in fires and deaths in them. The main cause of tragedies is alcohol poisoning. Most fires are also associated with alcohol consumption and smoking, – said Sergey Meshkin.
The most effective prevention work is conversations with people at risk, examining their living conditions, and timely identification and elimination of prerequisites for tragedies.
The meeting of the presidium also considered the issue of the state and measures to improve drinking water supply using the example of the Liozno district. Dmitry Demidov noted that in recent years, a lot of work has been done in the region to provide the population with quality drinking water. Considerable investments are directed towards this, water deironing stations are being built, water pipelines are being replaced, infrastructure is being created, and all this yields good results.
– Today, it is necessary to do everything possible to ensure that people are provided with high-quality, clean drinking water, – the head of the region's deputy corps instructed.
General Director of UP "Vitebskobvodokanal" Alexey Khvalko explained that 99.6% of the population in Vitebsk region is provided with quality water supply.
– Over four years, more than 140 million rubles have been invested in work to provide residents with clean drinking water. All facilities we build are commissioned on time. Speaking about large settlements, this year we have 11 more deironing stations to complete, and in total in 2024, we are commissioning 41 large facilities. For 2025, the task is to build another 11 stations in large settlements and about 600 mini-stations to complete the program, – concluded Alexey Khvalko.
