Import of a vehicle for personal use with a hybrid power plant into the customs territory of the Eurasian Economic Union with exemption from customs duties and taxes.

In accordance with the current legislation, passenger cars with an electric motor (including those with a hybrid power unit), classified under code 8703 80 000 2 of the unified Commodity Nomenclature of Foreign Economic Activity of the Eurasian Economic Union, imported by citizens of the Republic of Belarus, permanently residing in the Republic of Belarus, from outside the Eurasian Economic Union by December 31, 2025 inclusive, are not subject to customs duties.

Among hybrid vehicles that can be imported with exemption from customs duties, only vehicles with series hybrid power units fall under this category, i.e., those driven exclusively by an electric motor, where the internal combustion engine is used solely to recharge the battery, with the possibility of recharging the battery by connecting to an external power source (Plug-in hybrid).

Vehicles with series-parallel or parallel hybrid power units are classified under a different TN VED EAEU code, and therefore cannot be exempted from customs duties when released for free circulation in the territory of the Republic of Belarus.

The most common vehicles belonging to the series hybrid category are vehicles of the following makes and models: BMW (model I3 REX), NISSAN (various models with "e-POWER" or "e-4ORCE" in their name), VOYAH (model FREE), EVOLUTE (model i-SPACE), AITO (models M5/M7/M9), LI AUTO (models L7/L8/L9).

In the absence of information on the type of power plant used in the vehicle's technical documentation, a conclusion on this matter within the Republic of Belarus may be issued by specialized organizations such as the scientific production unitary enterprise "Belarusian State Institute of Standardization and Certification" or enterprises of the Belarusian Chamber of Commerce and Industry.
