XXIV Scientific and Practical Conference "Comprehensive Information Security" in Vitebsk: Guarding Cybersecurity

XXIV научно-практическая конференция «Комплексная защита информации» в Витебске: на страже кибербезопасности
Information security in the Union State is being discussed by participants of the XXIV scientific and practical conference "Integrated Information Protection," which is taking place in Vitebsk under the auspices of the Standing Committee of the Union State and the Parliamentary Assembly of the Union of Belarus and Russia.

Conference participants, together with representatives of regional and city authorities, visited the memorial complex in honor of Soviet liberator soldiers, laid a wreath and flowers, paying tribute to the fallen soldiers, partisans, and underground fighters during the Great Patriotic War.

Opening the plenary session, co-chairman of the organizing committee, chairman of the commission of the Parliamentary Assembly of the Union of Belarus and Russia for Security, Defense, and Crime Fighting, Valery Gaidukevich, noted that the problem of information protection is global in nature. As an example, he cited the fact of the persistent discussion in Western media of the topic of hacker interference in the US elections.

The welcome letters, read on behalf of the State Secretary of the Union State Grigory Rapota and from the Operational Analytical Center under the President of the Republic of Belarus, stated that this conference is a scientific platform for discussing the comprehensive protection of the security of scientific, educational, industrial, and state institutions. In the process of globalization and the blurring of geographical boundaries, the role of ensuring information security is increasing, and life dictates the need to develop modern protective mechanisms at the Union State level. Considering the deepening military and military-technical cooperation, it is necessary to improve the mechanism for countering emerging threats, conduct joint practical measures aimed at strengthening information security, and interact in protecting the national interests of the two states.

The Director of the Center for Researching Personnel Support in the Information Security Industry of RTU MIREA (Russia), Doctor of Military Sciences, Professor Vladimir Los emphasized that such forums, which are held alternately in Russia and Belarus, help to solve current issues. For example, the digital economy program of the Russian Federation has been adopted, and in Belarus, this was done several years ago. There is a federal project for training specialists at various levels in the field of information security. By 2020, 21,000 people will join the ranks, which is three times more than currently available.

In Belarus, in March 2019, a Security Council resolution "On the Concept of Information Security of the Republic of Belarus" was signed. The document provides for a comprehensive approach to ensuring information security, serves as a basis for forming state policy, constructive interaction, consolidation of efforts, and increasing the effectiveness of protecting national interests in the information sphere.

A novelty of this conference was the competition of reports by young scientists. Yegor Kamotsky, a master's student at Polotsk State University, is working on assessing the security of speech signals converted into digital form in information leakage channels. What Yegor is working on, along with Vladimir Zheleznyak, Head of the Department of Radioelectronics at PSU, Doctor of Technical Sciences, Professor, was considered secret information until recently. Russian colleagues have gone further in this regard, researching the intelligibility of text in noisy images, as reported by Anatoly Khorev, Head of the Department of Information Security at the National Research University MIET, Doctor of Technical Sciences, Professor. In a conversation with journalists, Anatoly Anatolyevich emphasized that Belarusians are strong in computer information security, while Russians are strong in technical security.

A group of scientists, including Vladimir Zheleznyak, were awarded diplomas for their contribution to the organization and conduct of the XXIV Scientific and Practical Conference.

Based on the results of the forum, it is planned to publish a collection of conference materials.
