On February 12, 2013, at a coordination meeting on combating crime and corruption, dedicated to the implementation of the requirements of Directive No. 3 "Economy and thrift are the main factors of state economic security," the Chairman of the Vitebsk Regional Executive Committee, Alexander Kosinets, demanded that instances of mismanagement identified during the monitoring of the region's enterprises be eliminated within 48 hours.

Examples of improper storage of grain and fertilizers, agricultural machinery, and inefficient use of material assets were cited.

On February 14, during a repeated monitoring of agricultural, construction, and housing and communal services enterprises, the working groups of the Regional Executive Committee noted that the violations had been eliminated. Order and discipline have been established at the facilities mentioned in the report at the coordination meeting.

Working groups with permanent operation have been established in all regions of the oblast, comprising representatives of the executive and legislative authorities, law enforcement agencies, and the media. The groups are headed by representatives of city and district executive committees. The head of the group bears personal responsibility for the state of affairs in the region.

Monitoring of the situation in the cities and districts of the region has shown that eliminating violations does not require significant economic costs, and their origins lie in the lack of control by individual managers.
