Замглавы Администрации Президента Беларуси Максим Рыженков совершил рабочую поездку в Дубровенский район
What is happening in the Dubrovno region today? What problems concern the residents of the region, and how is the local government solving them? Studying these issues, as well as informing the public on housing and communal services matters and decisions made at the head of state level, became the goal of a working trip to the Dubrovno district by the First Deputy Head of the Presidential Administration of the Republic of Belarus, Maksim Ryzhenkov.

Together with the Deputy Chairman of the Vitebsk Regional Executive Committee, Vladimir Penin, the Chairman of the Dubrovno District Executive Committee, Oleg Lyndin, and his deputy, Svetlana Ryzhanskaya, Maksim Ryzhenkov visited a number of social facilities – the hospital, Secondary School No. 1, the Children's Art School, the District House of Culture, the central stadium, a children's playground and park, as well as the Dubrovno Flax Mill. The First Deputy Head of the Presidential Administration assessed the entire scope of work carried out for their modernization and repair.

– It feels like "Dazhynki" (harvest festival) took place not a year ago, but just yesterday, – Maksim Ryzhenkov noted during a conversation with a correspondent of "Vitebskiye Vesti," – people are so eager to maintain everything in order and develop it further. The people of Dubrovno cherish what has been done for them. The region and the republic gave an impetus, and the people continue to improve their small homeland.

Maksim Vladimirovich emphasized that the residents of the region are open, friendly, and proactive. Communicating with the work collective of the Dubrovno Flax Mill, he noted that in the Year of Small Motherland, it is necessary not only to tidy up household plots but also to do something for society.

– Everyone needs to look around and think about what they can do for their native region. Love for one's country unites people, – is confident the First Deputy Head of the Presidential Administration.

Maksim Ryzhenkov: In connection with the declaration of 2018-2020 as the Years of Small Motherland, the President instructed to redirect financial resources to the regional level within the framework of relevant programs.

– We are completing the construction of major highways across Belarus, which are necessary for the development of our transit and logistics potential, – noted Maksim Vladimirovich. – Then we will proceed to the construction and modernization of district roads. All regions have been instructed to form such a list, and funds will be allocated accordingly.

Maksim Ryzhenkov stated that meetings in the regions are of great importance for government representatives who are in Minsk and the region.

– They are needed to see with their own eyes how people live here, how the district vertical operates, – Maksim Vladimirovich explained. – Ultimately, such findings are summarized in order to make decisions on specific issues and problems.

In a further conversation, the First Deputy Head of the Presidential Administration touched upon various spheres of people's lives. As they say, he conveyed firsthand to the enterprise workers what decisions are being made at the republic's leadership level, on what basis the President issues his instructions, and how he envisions the development of our country and regions.

Maksim Vladimirovich spoke about the head of state's position on the modernization of healthcare and education structures. The employment of the population and the wage level were also not overlooked.

 – The state must first and foremost ensure that people find work and can provide for their families, – emphasized Maksim Ryzhenkov.

The topic of blue-collar professions was also raised.

Previously, there was much talk about everyone having higher education, and now we see how many qualified lawyers and economists cannot find employment

– Previously, there was much talk about everyone having higher education, – said Maksim Vladimirovich. – And now we see how many qualified lawyers and economists cannot find employment. But blue-collar professions are always in demand.

Maksim Ryzhenkov noted that today the task is for young people, upon graduating from the 9th or 11th grade, to have a clear idea of what they want in life.

– That is why they should experience the taste of working life through labor training lessons at schools and vocational training centers. And by the age of 17-18, they will be able to earn pocket money themselves. As it was before, – noted the First Deputy Head of the Presidential Administration.

An important topic is the development of the flax industry. It is known that the Head of State will soon hold another meeting on this issue. Maksim Ryzhenkov said that the discussion will focus on new approaches, resource and financial support for the industry, allocation of additional funds, and support for flax processing plants.

Addressing housing and communal services issues, Maksim Ryzhenkov informed about the President's clear positions in this area. In particular, that as a result of applying the approved tariffs, housing and communal payments for the population, calculated for a standard two-room apartment with three residents and normal service consumption, will increase by no more than 5 dollars.

– If we consider the average income of a Belarusian family today, utility payments account for 7 to 9% of the budget. By the way, in neighboring Lithuania and Poland, this figure is 20%.

The issue of poor quality drinking water was also raised.

– A widespread problem is the excess of iron, not microbiological indicators. This is due to our soils. However, the President has set a task to provide all settlements with iron removal stations by 2025. This is being implemented, – summarized Maksim Ryzhenkov.

Regarding heating, the distinguished guest noted that there is a widespread reorientation of many aspects of our life towards the use of electrical energy.

– Today, there are many developments that allow increasing the efficiency of heating devices and boilers. The use of local types of fuel will be increased, – emphasized Maksim Vladimirovich. – The number of electric vehicles will also grow, gradually displacing diesel fuel.

Discussing the creation of new production facilities and the utilization of vacant buildings and premises, the First Deputy Head of the Presidential Administration noted that the leadership of the Dubrovno district is acting prudently.

– This is a business-like approach, – added Maksim Ryzhenkov. – The authorities here do not squander property but find a golden mean between the desires of a private investor and state interests.

Summing up the working trip, the First Deputy Head of the Presidential Administration stated that everything cannot be perfect everywhere – results must be achieved through joint efforts.

– Yes, somewhere there is a shortage of sports equipment, musical instruments, etc. The President sees these problems and, during a recent meeting, gave a broad list of instructions on the production of relevant products and their distribution to cultural centers and art schools in the districts. This block of issues will be resolved, – said Maksim Ryzhenkov. – Today I saw that Dubrovno region is developing and improving. Schools have all the necessary modern teaching aids, interactive whiteboards, computer classes, and language laboratories. The hospital is equipped with new medical equipment.

From the perspective of how well all aspects of life are provided for here, including quality school and supplementary education, the level of medicine, the availability of jobs, and good amenities – everything for a comfortable life is present. But we must also strive ourselves to make it even better.

When we learn to be part of this process, not state-run anymore, but public, then the love for one's own, native land will be reinforced by concrete actions. If this region continues to develop along this path, people will have no thoughts of going somewhere to earn money or moving to another city for a better life.
