Meeting of the Presidium of the District Council of Deputies: discussed the implementation of the decree on vacant and dilapidated houses and budget issues

The progress of implementing Decree of the President of the Republic of Belarus No. 357 of September 4, 2018 "On vacant and dilapidated houses" in the district was considered as the main issue. The Deputy Chairman of the District Executive Committee, I. L. Zaitsev, made a report. Igor Leonidovich informed that in 2020, 151 houses meeting the requirements of the aforementioned document were identified in the district (including 128 vacant and 23 dilapidated). Preliminary work is being carried out for 62 houses to collect information about owners, potential heirs, establish their whereabouts, and other information, and necessary inquiries are being made.

— Resolving the fate of buildings left without owners is a rather labor-intensive task, — emphasized I. L. Zaitsev. - After all, real estate, whatever it may be, is private property. Therefore, before demolishing a house, it is necessary to perform a number of procedures stipulated by law. As of today, there are court decisions on recognizing 35 houses as ownerless, and decisions have been made on their further use (demolition or sale) for all houses. Currently, 10 lawsuits have been filed with the court for consideration to recognize houses as ownerless and transfer them to communal property of the district.

In 2020, 19 households were demolished by the efforts of rural executive committees, organizations, and owners, including 8 at the expense of budget funds (8 thousand rubles were utilized). Documentation for the demolition of 27 houses, for which court decisions have been made, is currently being prepared. The demolition of houses was carried out by the district emergency situations department, DRSU-107, UP "Lioznenskaya PMS", and agricultural enterprises.

— The issue of land reclamation after demolition remains a problem, — Igor Leonidovich noted. – Demolishing a wooden house is not that difficult, but dismantling the foundation presents certain difficulties. As noted above, 19 houses have been demolished in the district, but reclamation has been carried out on only 13 plots. Thus, 6 plots are still not being used for their intended purpose.

According to I. L. Zaitsev, a database of vacant and dilapidated houses has been created, with a total of 411 in the district.

The chairman of the Liozno District Court, A. V. Afanasyeva, and the prosecutor, D. A. Zhurko, also spoke on this issue. The chairman of the Liozno Rural Council, S. V. Pukova, shared her work experience.

V. V. Terentyev assessed the activities carried out in the district to implement Decree No. 357 "On vacant and dilapidated houses" as satisfactory.

Today, the activities of this enterprise are temporarily suspended. Therefore, it was very important for the workshop employees to hear answers to questions concerning its future operation.
