The National Bank building in Vitebsk will be reconstructed to house the courts of the Pervomaysky and Zheleznodorozhny districts
To implement the project, the five-story building with a total area of about 7.7 thousand sq. m has been transferred to the operational management of the regional court. According to the design assignment, the second floor is intended to accommodate 7 halls for hearing criminal cases with a simultaneous capacity of no more than 49 people, as well as 4 halls for civil court hearings (no more than 20 people). By the way, employees of the Main Department of the Ministry of Finance of the Republic of Belarus for the Vitebsk region (over 70 people) and the optimized staff of the regional department of the National Bank (more than 20 specialists) will retain their registration at this address. Part of the premises will be leased. The maximum construction cost, based on the project budget determined by the investor, is 9 million rubles.
On the adjacent territory of the inner courtyard, public, service, and special zones are to be organized. The public zone will provide waiting areas for visitors, and the service zone will include a recreation area, a smoking area, and a garbage collection point.
The special zone adjoins the designed special entrance to the court building for the delivery of defendants. A parking area for special vehicles will be organized here during court proceedings. This area must be equipped with a solid brick fence 3 m high with anti-climbing gratings made of steel bars installed above it. Among the special requirements for engineering systems are the organization of two video surveillance circuits: a convoy zone with signal output to the convoy chief's office and the convoy room, as well as a public zone throughout the building, the situation in which can be monitored from the security post.
Access to the special zone will not be possible autonomously, therefore it will be combined with the internal courtyard driveway of building No. 14 on Pravdy Street. It will be possible to drive to the service area through the territory of the neighboring building No. 12. Parking for employees' and visitors' personal vehicles is planned in the existing parking lot on Lenina Street.
We would like to add that a public discussion of the environmental impact assessment report for the object "Reconstruction of the administrative building at 17 Lenina Street to ensure judicial activities" is currently underway, which will conclude on November 27.
