"It's a place where you want to work and live." What has changed in the Orsha district in 2019?
And over the past year, another important step has been taken in this direction – a pilot project has been implemented to introduce an improved system of state social standards for serving the population of the Orsha District. It was launched as part of Resolution of the Council of Ministers of the Republic of Belarus No. 46 of January 22, 2019.
Time of Change
Perhaps one of the most important areas of life is housing and communal services.
An automated dispatch service system has been launched in Orsha. You can leave a request for any housing and communal services issues by dialing the short number 115.
The service standard for social standard No. 1 "Availability of a centralized water supply system that provides citizens living in agro-towns with drinking water" has been fully met.
With the commissioning of iron removal stations over the past year, high-quality drinking water has been supplied to the homes of residents in the settlements of Zapolye, Parkovaya, Novoye Khorobrovo, Smolyany, and Vysokoye.
Water supply networks have been built in Vysokoye, Lemna, and Kozlovichi-1. The proportion of illuminated streets in the region is 94.6% (with a standard of at least 90%), and streets with improved pavement are 65.1% (with a standard of 65%).
Work has been carried out to replace bus shelters and elevators. Public baths in Orsha, Barana, Bolbasovo, Babinichi, and Orekhovsk have reopened after renovation.
There have been many positive changes in the sphere of retail services as well. In 2019, Eurotorg LLC stores were opened in the villages of Andreevshchina, Magerovka, Zagorodnaya, and Dachnaya.
Stores are operational in 31 out of 35 settlements; in four settlements, services are provided by stationary retail outlets, as well as by additional Eurotorg LLC mobile shops three times a week.
The urban-type settlement of Bolbasovo has seen the opening of the Marko brand store and the Aviator cafe. Numerous catering facilities have also been launched in the city on the Dnieper itself.
– We are very pleased with the changes taking place, – says Galina Shcherbitskaya, a young mother from Bolbasovo, not hiding her joy. – Our urban-type settlement is unrecognizable now. It is pleasant to live and work here, and to receive guests. The quality is evident in everything. Starting from drinking water, as pure as from a spring, to well-maintained courtyards, streets, parks, roads, and developed infrastructure. We have everything necessary for a comfortable life. Thank you for paying such close attention to the Orsha region.
Residents of the agro-town of Borzodovka also have something to be proud of. In September of last year, after reconstruction, an updated center for educational, cultural, and social services was opened here. Now, under one roof, there is a paramedic and obstetric station, a post office, a library, sports and assembly halls, a dance studio, a home economics room, and workshops for students of the school-kindergarten.
The social project "Mobile Postman," launched in 2019 by the Orsha Regional Postal Unit of the Vitebsk Branch of RUE "Belpochta," aims to help solve problems and create comfortable conditions for every person.
Now, residents of the most remote villages can subscribe and pay for services using a mobile device. Postmen have also been equipped with gadgets.
This has been especially appreciated in areas where there are no post offices or banks, and the nearest information kiosk is tens of kilometers away.
The "Baran" post office has begun to implement administrative procedures on the "one-stop shop" principle. After renovation, post offices on Ivan Flerov Street and Tekstilshchikov Avenue have been reopened.
The fulfillment of all social standards in the field of transport has been ensured. The standard for the availability of bus stations (ticket offices) for passenger service on bus routes is being observed in the district.
Traffic has been opened on the R15 Krichev – Orsha – Lepel access road to the R76 Orsha – Shklov – Mogilev highway. New comfortable "Neman" passenger buses are running in the city, and electronic displays have been installed at central stops.
With Care for People
The fulfillment of standards in the field of social services for the district's population has been fully ensured.
Extensive work has been carried out in the healthcare sector to implement an improved system of state social standards. To ensure 100% access to telemedicine services, healthcare facilities in the Orsha district are equipped with the necessary diagnostic and treatment equipment in accordance with the level and scope of medical care provided. Information is transmitted using telemedicine technologies. The "electronic prescription" and "electronic ticket" systems have already proven effective. New ambulances and emergency vehicles have been acquired. High-tech examination methods have been introduced, and the range of services has significantly expanded.
A mobile medical complex for breast cancer screening operates in the district. Last year alone, 3524 rural women were examined.
A significant event for the region will be the grand opening of a 40-apartment rental building for medical workers in the village of Andreevshchina, constructed under Presidential Decree No. 506.
– It is a great happiness to receive the key to a cherished apartment, – says Svetlana Gorbachevskaya, a resident physician in therapy. – I came to study in Belarus from Tuapse, Russia, and here I met my future husband from Orsha. Now Orsha has become my second homeland. Together, we are doing our residency at the Semashko Hospital and living with my husband's parents. And next week, we will move into a cozy, brand-new one-room apartment. Orsha truly makes you want to live and work here!
Learning is Light
Comprehensive development, financial literacy, and career guidance for youth are among the main tasks of the education system. Resource centers are helpful here. Recently, one such center, focusing on mechanical engineering, was opened at the Orsha Mechanical-Economic College. The center is equipped with the most modern equipment, prototypes of which are used in leading global factories. Here, students learn to create programs that command robotic machines, operate complex equipment, and even produce small-batch products. Students from specialized colleges across the country will be able to study here, and factory specialists will be able to undergo retraining.
– A great deal of work has been done to modernize the computer hardware in educational institutions, – says Andrey Zagursky, head of the education department of the Orsha District Executive Committee. – The proportion of computers used in the educational process is 76%, with a standard of 70%.
In 2019, the department purchased computer equipment for educational institutions worth 200,000 rubles. And in December of last year, the main information and analytical center of the Ministry of Education of the Republic of Belarus supplied 94 personal computers worth 138,000 rubles to 39 general secondary education institutions in the Orsha district.
It is noteworthy that the standard for providing students with sports facilities is being exceeded by almost eight times. Since September 2019, a sports ground has been operational at Secondary School No. 18 in Baran.
The material and technical base of cultural institutions, the coverage of the rural population with services and events are also improving.
There is no doubt that the comprehensive implementation of all projects and plans makes the lives of Orsha residents better and more comfortable. And the introduction of an improved system of state social standards is an example of this. The region is in a special operating mode until 2023. It is a litmus test for the whole country. And bringing the Orsha reboot to a positive conclusion is a matter of honor.
