Land disputes and repeated appeals – Anatoly Linevich held a reception of citizens in Vitebsk
Presidential Aide – Inspector for Vitebsk Region Anatoly Linevich held a personal reception of citizens at the Vitebsk Regional Executive Committee.
Nine people appealed to the Presidential Aide. Mostly with questions concerning land disputes, or with repeated appeals.
The problem of one of the applicants has a 20-year history and is related to inheritance rights. His mother, along with her sisters, had been using a summer house and a plot of land by agreement for a long time without formalizing ownership. The man subsequently also did not deal with the documents. This issue became relevant after his distant relatives formalized ownership of the plot with a capital building. According to the law, the applicant lost his rights to the land. He can now challenge the situation only in court.
The issues of conflicts between neighbors or relatives over land and land allocation are raised quite often during direct telephone lines and personal appeals of citizens, and a conflict that could have been resolved by compromise is repeatedly brought to the attention of local authorities, says Anatoly Linevich:
— It is not always possible to resolve the applicant's issue or give him a competent comprehensive explanation on the spot, as there are many nuances that need to be clarified and understood clearly. In addition, some aspects may contradict the legislation. To avoid such situations, all legal issues should be resolved in a timely manner, and one should try to reach agreements with neighbors and relatives.

As confirmation, here is another situation. Regarding the issue of illegal constructions by a neighbor on common property, apartment owners located in a one-story four-apartment building appealed to Anatoly Linevich from Vitebsk. The offender installed structures and made a visor over the entrance to his apartment without the knowledge of his neighbors. In their opinion, the man's self-will infringed upon their interests and worsened the conditionof life. The issue has a solution, the President's Aide is convinced, but only in one case — the parties must sit down at the negotiating table and find a joint solution for the use of common territory.

Some of the questions received were already familiar to the President's Aide and the representatives of various departments present at their discussion. New circumstances and issues requiring closer attention forced the applicants to seek a repeated appointment. At the same time, people have a choice of whom to approach with their problem, notes Anatoly Linevich:

Local authorities will offer options to resolve the deadlock conflict, but it is up to the people to decide further: to live in harmony or to continue fighting among themselves.

— The population has the opportunity to contact representatives of power at all levels — from deputies to top government officials. This is important, as each can provide a substantive answer and clarification in their area of responsibility, and more competently help to understand the situation. But in any case, all issues, before their final consideration, whether it is a positive answer or clarification, are under control.
