Land Surveyors of the Vitebsk Region are Preparing for the Second Round of Cadastral Valuation of Agricultural Lands
February 8, Vitebsk / Diana Kurilo - BELTA /. The subsidiary enterprise "Design Institute Vitebskgiprozem" is carrying out preparatory work for the second round of per-parcel cadastral assessment of agricultural land, the director of the design institute, Nikolai Shipulya, told a BELTA correspondent.
The last cadastral assessment of land of agricultural organizations, peasant and farmer farms in Belarus was completed in 1999. For the first time, points were determined for each individual land plot. The assessment results were used both for tax calculation and for setting general goals for agricultural producers. Based on it, work was carried out to optimize land use: lands with a score of less than 20 were proposed for exclusion from arable land use, as any effort spent on them was not profitable. Most of the lands were transferred to meadows and afforestation. At the same time, over ten years, the data became outdated, and the need arose to update and clarify them. The second round of per-parcel cadastral assessment of agricultural land, which is planned to be completed by the end of 2012, will help obtain more accurate data for effective and rational land use, Nikolai Shipulya explained.
The preparatory work initiated includes updating existing and creating new (digital) maps based on aerial photography or satellite imagery, and improving the technology for preparing initial data for per-parcel land assessment. The enterprise is also compiling an updated list of land users – objects of land assessment, indicating the "history" of land use formation. To work out the methodology and technology of these works in practice, it is planned to test them this year on an updated planned basis. -0-
