Housing, employment, bridge repair: Sergeenko held a personal reception of citizens in Braslav

Issues of acquiring and improving housing, employment assistance, and bridge construction were considered during a personal reception of citizens at the Braslav District Executive Committee by the Head of the Belarus President Administration Igor Sergeenko, BelTA reports.

Residents of Braslav District, Polotsk, and Vitebsk came to the reception with the Head of Administration.

Two residents of Braslav District thanked the leadership of the District Executive Committee for the allocated rental housing. One of the women inquired whether it was possible to connect water supply to the house, as she gets water from a street column. The applicant was explained that it is technically possible, but it is necessary to carry out the reconstruction of the building at the tenant's expense. Igor Sergeenko noted that he would take this issue under control to study all technical regulations and possibilities for such a transformation of rental housing.

A resident of Braslav approached the Head of the President Administration with a question about improving housing conditions. She has been living in a dormitory for 40 years, she has three adult children who are building their own apartments and houses and cannot help their mother financially. Igor Sergeenko took the issue under control and instructed the specialists of the District Executive Committee to study options for improving the housing conditions for the applicant.

A resident of Molodechno, who owns a house in one of the villages, came to a personal reception of citizens on behalf of the residents of seven villages in the Braslav district. The man was interested in whether it was possible to restore a wooden bridge that connected two nearby villages. The settlements are connected to the district center by a 20 km long asphalt bypass road. The villagers would like to get to Braslav faster, and the bridge would shorten their journey by 4 times. Representing the interests of the villagers, the man inquired if at least a pedestrian bridge could be built. The district executive committee specialists explained to the applicant that such a bridge could be built through public-private partnership, but even here it is necessary to further clarify what can be done within the law. Igor Sergeenko instructed to study the issue comprehensively, to meet with the villagers, and to offer them solutions to this problem.

A resident of Polotsk approached with several questions. She officially rents out an apartment for daily rent, while living in a separate house. The woman inquired if the amount of tax paid could be reduced, as she rents out the entire apartment, not separate rooms, but pays tax for each room individually. The woman was also interested in what legislation regulates the operation of outdoor surveillance cameras. She is concerned that other private territories fall within the field of view of such cameras. Igor Sergeenko explained that the applicant's questions would be studied from a legal perspective and she would be provided with clarifications.

A resident of the village of Shaura, during a meeting with the Head of the Presidential Administration, reported problems with mobile communication and the internet in the settlement. The district executive committee explained that the village lacks fiber-optic cable, which causes disruptions. Specialists have been discussing the issue with mobile operators, who are ready to provide their services. Igor Sergeenko instructed to study this problem in more depth and involve mobile operators in its resolution.

A resident of the district center, during a personal reception of citizens, stated that Braslav faces issues with the quality of drinking water. The pipelines are old and, according to her, are only partially repaired. The resident of Braslav wanted to clarify whether a comprehensive replacement of the pipes would be carried out. Specialists from the district executive committee explained that they are aware of the problem with rusty water, the pipes are indeed being partially replaced, and this work will continue in 2024. At the same time, even such measures help to address the problem gradually, and the number of complaints about water quality in this area has decreased this year. Igor Sergeenko took the issue under his control, noting that this topic could form the basis for a regional development program.

The Head of the Presidential Administration also considered appeals regarding preferential loans for housing improvement, substandard car repairs, early pension accrual, and others.

Summarizing the personal reception of citizens, the Head of the Presidential Administration noted that, on the whole, the issues raised by residents of the Vitebsk region largely coincide with those in other parts of Belarus. "With this reception, the leadership of the Presidential Administration concludes its outreach receptions of citizens for the current year," said Igor Sergeenko. "What did today's reception in Braslav and in the Braslav district as a whole show? People come with practically the same problems as in other regions. Perhaps they talk less about the condition of roads, but issues of housing and communal services maintenance, water quality, and land plot boundaries continue to concern our citizens. Some applied for the first time without first approaching the district executive committee. Decisions were made on many issues on the spot, and some require further discussion. But in any case, many residents expressed gratitude to the district executive committee today for resolving their problems, and identified areas that need work to make this region, this district, better."

The Head of Administration emphasized that the northern Belarusian lake district, where many guests from other regions of Belarus and abroad vacation in the summer, needs to be developed in terms of tourism. "This includes tourist services, decent accommodation and catering facilities, and all related infrastructure. Perhaps, in the future, it will be necessary to develop some kind of regional program, I do not rule it out," noted Igor Sergeenko.

The Head of the Presidential Administration added that some citizens raised issues regarding the improvement of legislation, particularly in the housing and communal services sector, which require further study and analysis in order to reach decisions or be taken into account when finalizing other regulatory acts.

"Overall, the problems are being resolved. Speaking about the results for this year, the number of citizens' appeals to the Administration has decreased directly (it's about 18 thousand this year) - by about 20 percent. This indicates that many issues are being resolved directly at the local level, and all managers and officials are following the instructions that need to be implemented locally. I mean the instructions of the head of state regarding a careful and sensitive attitude towards the requests of our citizens," summarized Igor Sergeenko, emphasizing that issues should be resolved not at any cost, but within the framework of existing legislation.
